On the www-html mailing list, Tantek Çelik
mentions that he proposed a pseudo-element of :partial
for CSS that allowed the author to specify
how an element should appear as it was loaded by a user agent. The user with a slow internet
connection could then be delivered something to avoid the blank-page-confusion that they are
sometimes faced with under those circumstances. The initial proposal was four years ago, but with
a recent revival of interest, Tantek may bring it up at the next meeting of the
CSS Working Group. Personally, I think it is
an excellent idea and I hope it makes it into CSS
Level 3.
